As you can see in the picture, when you obtain enchant scrolls dropped by monsters, they don't stack and take up separate inventory slots.
What's even more surprising is that if you purchase 10 enchant scrolls in bulk from the GM shop and check your inventory, it shows as "Enchant Scroll (1)".
Why is this happening?
