Learn Skill custom

Hello,
I'm looking for a way to add custom skills and put them up for sale for all classes, but that's not possible with auto learn skill active, it would be a skill sale npc separately.
I thought of several possibilities, but to no avail.

you can attach them to an item and sell them through npc for all classes
