You didn’t specify whether you’re using Classic or Essence (Legacy).
Make sure it’s set correctly in SetItemGrp. If I remember correctly, the set ID is called name_class inside ItemName (on Legacy).
Beyond that, there’s a server config option to enable it, and you edit the sets in FullArmorEnchantEffectData.

ps I think he is using the standart Interlude client. I see a dwarf in the Dark Robe set.
 
You didn’t specify whether you’re using Classic or Essence (Legacy).
Make sure it’s set correctly in SetItemGrp. If I remember correctly, the set ID is called name_class inside ItemName (on Legacy).
