skill similar to shadow step

I am trying to create a skill that teleports to the player like in the video bellow and I used the blessed scroll of escape but i need a skilltype that teleports to target but I could not find one but only the TELEPORT_NPC that teleports target to you. Is any way possible to do it?

in the video we see that the skill being used has changed effect, this is also a bit client work, but for skill usage you can take example from rush skills.
everything is here on the forum just search a bit more.
